President Donald J. Trump’s Economic Mobility Reforms Will Restore Independence and Dignity to Millions of Americans

ACTION TOWARD REFORM: President Trump’s Executive Order on Economic Mobility takes the first steps toward welfare reform in America.

  • The order provides nine “Principles of Economic Mobility,” which will guide agencies that administer public assistance programs to effectively reform the welfare system by directing that they:
    • improve employment outcomes and economic independence;
    • promote marriage and family as a way of escaping poverty;
    • address the challenges of hard-to-employ populations;
    • provide more flexibility to States, while ensuring accountability for achieving outcomes;
    • streamline services to more effectively use taxpayer resources;
    • reserve benefits for those truly in need;
    • consolidate duplicative programs;
    • facilitate greater sharing of information between States and localities; and
    • empower the private sector to find solutions to poverty.
  • The order focuses on increasing opportunities for those in need by:
    • strengthening current work requirements;
    • empowering States, localities, tribal governments, and private-sector entities to serve individuals and families in need; and
    • using taxpayer dollars for their intended purpose, which includes ensuring only eligible persons receive benefits.
  • The order directs Federal agencies that administer public assistance programs to:
    • review all regulations and guidance documents relating to work;
    • ensure such regulations and documents are consistent with the principles for reform;
    • send a report to the President on what they can do to get Americans back to work; and
    • take steps to implement such recommendations.

WELFARE ENROLLMENT FOR ABLE-BODIED ADULTS IS AT RECORD HIGHS: Welfare enrollment is at a record high for able-bodied adults in America, despite near-record low unemployment in most places.

Under President Trump, unemployment has hit and remained at near-record lows, and businesses are facing labor shortages.

The United States unemployment rate has remained at 4.1 percent for the third straight month, which is the lowest level since 2000.

The seasonally adjusted unemployment rate has not exceeded 4.8 percent during President Trump’s tenure.

According to a January 2018 survey released by the Federal Reserve, businesses across the country are having challenges finding enough workers to fill the quality jobs that are available.

Despite labor market shortages, welfare enrollment has remained at or near-historic highs.

In 2016, over 16 million able-bodied adults were enrolled in the Supplemental Nutrition Assistance Program (SNAP).

In January 2018, over 74 million Americans were enrolled in Medicaid and the Children’s Health Insurance Program (CHIP), a 29 percent increase over the 2013 baseline period.

Today, there are a record 28 million able-bodied adults on Medicaid.  In fact, since 2000, the number of able-bodied adults on Medicaid has quadrupled.

WORK IS THE SOLUTION: Adding or enforcing work requirements for able-bodied adults on welfare is an effective solution to help millions of Americans regain their independence.

  • Work leads to a higher income than welfare can provide and is the best pathway to the middle class.
    • According to the Center for Budget and Policy Priorities, a hypothetical poor single-mother with two children could see her net annual income double with a part-time job at minimum wage, or even quadruple, with a full time job at minimum wage, compared to not working and receiving welfare.
    • U.S. Census Bureau data shows that more than 97 percent of people who work full-time move out of poverty.
  • Work is often the solution to many societal problems:
    • A non-violent offender’s ability to have and keep a job once released from prison reduces recidivism by twenty percent.
    • Those working are less likely to have kids before marriage and enter poverty.
    • According to the Harvard Business Review, employed people rate the quality of their lives much more highly on average than the unemployed.
  • Work decreases dependency on governmental assistance programs.
    • In States that have restored work requirements, people on welfare are twice as likely to work.
    • Welfare work requirements can cut the average time on the food stamp program in half.

REAL IMPACTS IN STATES: States that have enacted commonsense work requirements are seeing positive results, improving the lives of thousands of individuals and families.

  • After Kansas implemented work requirements for able-bodied, childless adults on food stamps, caseloads dropped by 75 percent and the average amount of time spent on welfare was cut in half. In addition, thousands of people went back to work in more than 600 industries.
  • Maine re-instated work requirements for able-bodied adults with no kids in 2014 and saw individuals’ incomes increase 114 percent in one year.
  • Studies conducted after reforms in Maine and Kansas show that individuals who left welfare and went back to work saw their incomes increase, more than doubling on average; this increase more than offset the welfare benefits they lost. Welfare enrollment also dropped by 75 to 90 percent.
  • More States have noticed and are leading the charge to provide greater opportunities to their citizens. Alabama, Arkansas, Kentucky, Mississippi, Oklahoma, Tennessee, Texas, West Virginia, and Wisconsin are currently implementing work requirements.

This is an admirable idea. I’m concerned about the jobs. From where are they to come? The Republicans carried on about jobs all over the place, yet they produced very little in outcome. I hope the whole thing works so that people can get back to work. The myth about welfare people being lazy louts is wrong. Mostly people want to work … but where are the jobs?

There’s jobs, they just have to get out and look for them. You can’t expect to get a $20/hr job to start. More has been done by the Republicans in the last year than what was done by the Democrats in eight years in getting jobs for people. You say most want to work but if that is so why are companies having a hard time finding workers? I’d really like to see where you get your stats from.

Richard, have you been out lately? Every time I go shopping, out for a burger, to the Dr. I see help wanted signs everywhere. Every newspaper has a long list of jobs. The unemployment office has a list of jobs. When I moved here I was invited to have coffee with my neighbor, I told my neighbor I was going job hunting and she told me there were no jobs in this area that I was wasting my time.She was on welfare !! I had already checked to see what companies and factories were here. None had a help wanted ad, I went to each of them, Every single one and I came home with three jobs to choose from. By the way, I did not graduate high school and I did not want to work at McDonald. I choose the company closest to my home, not the best pay but when you factor in gas and travel time it evened out. And all three provided health Insurance and if you worked there 10 years you were eligible for a pension. My neighbor did not want to work, she was fine sitting around watching TV and doing nothing to improve her life. A job opened up in the company where I worked and the boss said she could come in for an interview but she declined and told me she was fine and got a check every month, food stamps, free medical, (she even got free cab fare to the doctor) free phone and extra for rent, she thought I was a fool going to work every day. So don’t tell me there are no jobs, there are plenty of jobs, people will not do them unless they are forced to do so. I am with President Trump 100%, it is about time we got a President with a little common sense. Welfare and Illegals are bleeding our country dry.

Stop the bleeding of America by shutting off the out flow of free money and goods to those who are able to work but just to dam lazy. Help those who really need help and by stopping the run away out pouring of money to those who are just to dam lazy to work there will be extra to help. Same for politicians, do not pay them if they do not do the jobs that they were elected to do. Time to bring in “Dirty Jobs” Mike Rowe to teach about the dignity of and necessity for all kinds of work. A society cannot survive without every kind of work, service and ministry being fulfilled.

We’re all in it together. Some are better at things than others. We have to all buy into the idea if we are to survive, we have to find what we love and are good at and develop the skills needed.

Accepting welfare from the government either means we are incapable of the work because of age or infirmity, or we simply refuse to do it because some totalitarian wants us to be dependent on their handouts.

Leftists are idealists. Others are conservatives. Trump is neither of these two groups. Trump is someone who wants to get things done and see it all the way through, therefore he’s a pragmatist.
Definition: Pragmatic; one who deals with sensibly and realistically, in a way that is based on practical, rather than theoretical considerations and definite not Ridiculous, impossible to attain ideals. Contrary to the beliefs of some, the USA is a business and Trump can run a business like few others. We’ll know how it went, after 8 years.

Trump has already started restoring dignity to this country by strengthening the military, standing up to unfair trade policy that has robbed the U.S for to long, stood up to China, North Korea, Russia, Syria, and Iran, reversed burdensome red tape on companies, cut back the over reach of the EPA, shall I go on. Perhaps if you went to work at whatever the pay, it being a minimum wage, you could improve it with a bit more effort than your willing to give. President Trump is the man for the times in and for the USA. He has shaken up the DC establishment of career political cronies and the Old Boy Network. He has faced the world and its problems, a lot of which were in our so-called democrat party.
So many democrats are professional obstructionists and violators of our constitution and federal laws. The demos shelter, aid, and abet illegal aliens and immigrants who have committed serious crimes and then set them up in horrifically expensive sanctuary cities run by slick politicians who are actually guilty of sedition. This is then all paid for by taxpayers all over the nation.
President Trump is stopping all this and also is building the wall to keep illegals out.
Business is now booming and America is now America again.

Oh my God, this is what we have needed for years. The Bush and Obama Administrations were both so focused on selling out the American worker and replacing us with illegal aliens or H-1B and H-2B workers that they created the very problem we have today of many able-bodied people being out of the workforce for no reason, because these anti-American employers will not hire them. Now that states will be forced to show their efforts at getting these people back to work, maybe we will hear less of the lie that employers can not find qualified American citizens to do these jobs. Then train them to do the jobs, dumb asses. Thank you President Trump!
